uttare, it is not openly admitted thut an Officer, though holding a very impurtant and highly respon- sible position but who is not a

Cadet Officer, must not expect to

receive the same favourable consider-

ation as is given to members of the

Cadet Service, and it se me to me that

any action which, however indefin-

ately, rives rise to any such

inference is greatly to be

deprecated.

I have the honour to inform you that, in the ex- pectation that, possibly, a further and a more favourable | decision might eventually be arrived at concerning the question therein referred tu, I have hitherto refrained from replying to your letter, Nu: 6/15, of the 14th February last relating to the question of your salary as affected by the recently revised scheme of salaries in Hongkong, and enclosing a latter simed juintly by the two Assistant Auditurs un the subject of their salaries.

As you are aware I am in entire concurrence with the view, which is held by you and the Assistant Auditors, that, as cumpared with the revised sularies which have been assigned to other pusts in the Colony, the amounts which have been provided in the current estimates for the posts of Auditor and Assistant Auditor do not suitably recognize the relative status and responsibility of the holders of the latter posts; and it appears to me that, in fixing the new scales, due consideration has not been given to the fact that the hulders of these posts are, and should always be, qualified technical officers of comparatively lung experience in the public service. It is also within your knowledge that, for the pusta in question, I had recommended salaries at the rates of £1000 by £50 annually tu £1200 and £600 by £50 annually to £900, respectively,
